US Department of Agriculture (USDA) - Rural Development Empowerment Zone and Enterprise Communities Program
HUD awards grants through the Brownfields Economic Development Initiative (BEDI) with a particular emphasis on brownfield redevelopment that would enhance low-and moderate-income residential areas.

US Department of Housing and Urban Development (HUD) - Brownfields Economic Development Initiative - Community Planning and Development
HUD awards grants through the Brownfields Economic Development Initiative (BEDI) with a particular emphasis on brownfield redevelopment that would enhance low-and moderate-income residential areas.

US Army Corps of Engineers - The Corps helps both civilian communities and military installations through a variety of planning; design and construction, program and project management, contracting, real estate, and operation and maintenance activities.
Appalachian Regional Commission (ARC) - The Appalachian Regional Commission provides federal grant funds for the support of economic and community development in West Virginia and 12 other states in the Appalachian Region. The goal of ARC is to create opportunities for self-sustaining economic development and improved quality of life.

West Virginia Department of Environmental Protection (DEP) - Voluntary Remediation Program

West Virginia Development Office - Community Development Division provides information for communities on how to acquire state and federal technical and financial assistance through a variety of programs, including:

  • Economic Infrastructure Bond Program
  • Main Street WV
  • Governor's Community Partnership
  • Small Cities Block Grant (SCBG)
  • Land and Water Conservation Fund
  • Office of Coalfield Community Development (OCCD)

Other Assistance Organizations and Programs

International City/County Management Association (ICMA) - ICMA is the professional and educational organization for chief appointed managers, administrators, and assistants in cities, towns, counties, and regional entities throughout the world. Several useful reports, articles, sample documents, and local initiatives are included in the ICMA brownfields site.

Hazardous Substance Research Centers - Technical Assistance to Brownfield Communities (TAB) and Technical Outreach Services for Communities (TOSC) - provides free technical assistance to communities with environmental contamination programs through two outreach efforts:

  • TOSC uses university educational and technical resources to help community groups understand the technical issues involving the hazardous waste sites in their midst.
  • TAB helps communities to clean and redevelop properties that have been damaged or undervalued by environmental contamination.

West Virginia Brownfields map

West Virginia Senate Bill 603 authorized the creation of the north and south brownfield assistance centers. The centers are charged with assisting communities in identifying opportunities for the restoration of abandoned or underutilized properties.
